POSITION : USAID Development Assistance Specialist, FSN-11

The United States Government (USG), represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services described on the USAID website:

The USAID Development Assistance Specialist position is located in the Office of Program Resources Management (PRM), for USAID/Philippines, Pacific, and Mongolia (Mission). The office is responsible for policy formulation, strategic planning, budget planning, project design, programming, and execution, and assessing, evaluating, and adapting development programs to advance U.S. foreign policy priorities in the Philippines, twelve Pacific Islands, and Mongolia. PRM also leads the Mission in the United States Government (USG) development, donor and host country coordination to promote U.S. interests in these countries.

The Specialist provides information and advice to support the PRM Team and the Technical Teams for the Philippines, twelve Pacific Islands, and Mongolia in: strategy development and implementation; project and/or activity design; donor and host government coordination; and adhering to USAID’s program cycle operational policy.

Major duties and responsibilities include: Project and/or Activity Design (40%), Strategy Development and Implementation (30%), Donor and Private Sector Engagement (15%) and Technical Backstop (15%).
To be considered for this position candidates must meet the following minimum qualifications:

1. EDUCATION (15 points) – Completion of a Bachelor’s degree in public or business administration, Economics, Political Science, International Development, Social Sciences, or related field is required. Note: Additional education may NOT be substituted for experience.

2. PRIOR WORK EXPERIENCE (25 points) – Minimum of five (5) years of professionally responsible experience in social development field in general. Must have at least three (3) years experience of implementing and managing development planning activities with international donors or non-government organizations (NGOs). Note: Additional experience may NOT be substituted for education.

3. LANGUAGE PROFICIENCY/COMMUNICATION SKILLS (15 points) – Level IV (fluent) English and Tagalog proficiency is required in speaking, reading, and writing. With this level of communication skills, the Specialist is expected to: prepare regular and ad hoc reports, project documentation, and briefing papers, develop and deliver professional quality reports and presentations, and possess the ability to translate, on occasion, when the Specialist may need to act as an interpreter.

4. JOB KNOWLEDGE (25 points) – The position requires an advanced level of knowledge in the fields of economics, development, and development programming. Requires an extensive knowledge of the Philippine economic, political, and cultural characteristics, history, and mechanisms, as well. Familiarity with the private sector landscape in the Philippines is essential. Knowledge or the potential to quickly gain knowledge of USAID
policies and procedures, U.S. laws/legislation dealing with U.S. Government assistance programs is required as well.

5. SKILLS AND ABILITIES (20 points) – The Specialist must have very strong analytical abilities. Ability to cultivate and maintain constructive relationships with high level officials of the U.S. Embassy, Government of the Philippines, Pacific Islands and Mongolia, other donor agencies, and the private sector. Ability to anticipate issues and to provide well thought out recommendations on development and program issues. Very strong ability to write logically and convincingly. Strong leadership, management are important, ability to juggle competing priorities, and ability to be a team leader.
