The Finance Manager position is responsible for the overall financial management of ZSL Philippines. This includes managerial responsibility for all Philippines finance team members (technical and pastoral management), month end processes, reporting, budgeting, as well as providing daily oversight of financial activities, including review and approvals of daily transactions. The post holder also provides relevant financial information to the senior management team and to the London HQ office. The ability to manage, inspire and engage the team is a critical requirement for this position.

Lead, develop and support the team

  • Lead, develop and support the existing finance team – including those not based at the Philippines central office – to achieve ZSL Philippines’s financial objectives whilst inspiring the individuals to reach their full potential.
  • Oversee the accounting function of the country office ensuring financial management policies and best practice are adhered to in line with the ZSL UK finance, Philippines finance requirements, regulations and donor policies.
  • Supervise sub-contractors for project partners and draw up/publicise calls for tender as required and in line with procurement guidelines.

Planning, Organising and strategic development

  • With the country director and project managers prepare, agree and manage the annual country budget and forecast processes with a particular focus on core costs and recoveries.
  • Improve the finance internal control environment and identify efficiencies to processes.
  • Manage the country office and field offices ensuring the registration process and appropriate insurances are up to date and legally complaint.
  • Contribute to the development of ZSL’s conservation strategy and policies relevant to the
    post holders’ area of operation.

Working Relationships and Communication

  • Develop and maintain effective working relationships with the senior management team, ZSL London team and external stakeholders.
  • Ensure all communications are consultative in approach to bring the team on board with new ways of working.

Analysis, Reporting and Business Partner Support

  • Lead the finance team to be effective business partners to project managers and other budget holders.
  • Actively participate in the International Finance meetings and promote interaction with other country office finance teams to share best practice.
  • Design and support the development of useful reporting tools and templates for budgeting & forecasting with a focus on accurate coding in the system.
  • Support with the production of monthly financial and technical reports and key performance
    indicators (KPIs).
  • Oversee and support creation and review of grant budgets and proposals.
  • Ensure accurate posting of expenditure in line with donor budgets.
  • Ensure that the Philippines monthly QuickBooks accounts are closed and reported to the UK within the monthly reporting deadlines.
  • Ensure that balance sheet accounts are reconciled each month.
  • Manage cash flow process and ensure that cash transfers from the UK are submitted in time with the UK payment process deadlines.
  • Ensure the timely production of financial reports to meet donor and HQ requirements.
  • Lead the external statutory and donor audits. Ensure that financial statements are accurate and prepared in a timely manner.
  • Ensure payroll is prepared accurately. Ensure that staff and payroll statutory payments are made on time.


Person Specification

Qualifications & Experience

  • Hold an internationally recognised Accountancy qualification (e.g. Certified Public Accountant qualification or other equivalent qualification) with a track record of leading and developing teams in a complex organisation.
  • Experience of leading a finance team within a medium sized company or NGO of similar size to ZSL Philippines (e.g. 50 people).
  • Experience with Management Accounting Systems (e.g. QuickBooks) using PC and Microsoft Office packages.
  • Ability to handle confidential information professionally.
  • Experience in handling budget preparation, financial management and financial reporting
  • Experience in office management and office systems.
  • Experience of working with projects with multiple donors.
  • Experience of working in foreign currencies.
  • Strong organisational and interpersonal skills.
  • Proven ability to work effectively with teams and senior managers.
  • Previous experience in a charity/NGO setting is desirable.
  • Able to use PC and Microsoft Office packages.


  • Knowledge of relevant legal, contractual and funding issues.
  • Knowledge of leading a finance team in a complex organisation, with specific experience of leading the annual budget development process, and management accounts provision.
  • A practical understanding of voluntary sector working and the role of the statutory sector would be desirable.
  • Knowledge of specific accounting, taxation and other compliance requirements for charities would be desirable.
  • Experience of working with different donors including GIZ, DFID, US would be advantageous.

The position will be based in ZSL-Philippines Country Office in Iloilo City, Philippines. Salary will be commensurate with experience
