Architectural/Engineering (A&E) services to perform architectural and engineering assessment in the interior and exterior design for the renovation of residential units. Firms responding to this announcement on or before the closing date will be evaluated based on the following criteria:
A. Qualifications: The A/E Design Firm shall provide competent personnel with a minimum of five (5) years of experience documented in specific expertise and required certification or qualifications noted below.
- Licensed Architect
- Licensed Civil Engineer
- Licensed Structural Engineer
- Licensed Mechanical Engineer
- Licensed Electrical Engineer
- Licensed Plumber
- Cost Estimator
- Draftsman
B. Specialized experience and technical competence relevant to quality assurance, inspection reports, inspection during construction, electrical, mechanical, and structural (seismic) elements.
C. Demonstrated success and past performance in the preparation of reports on Interior and Exterior Architecture, Engineering (electrical, civil, structural, mechanical, plumbing), Cost Estimating or Quantity Surveyors.
D. The firm must have the required local licenses to perform the work required, to include but not limited to Mayor’s Permit, Business Permit, DTI/SEC registration and certificate of membership in professional association or accreditation.
The Embassy will select for negotiation the licensed firm that demonstrates the best qualifications. A completed Standard Form 330 (available upon request to ManilaContracting@state.gov) and must be received no later than 4:30 P.M. local time on May 31, 2024.
NOTE: Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.
