Architect and Engineering (A&E) services to perform construction monitoring on behalf of the Embassy of the United States, for apartments to be constructed in the Metro Manila area. The A&E is to verify that the developer is following the design and executing it as per the design intent, materials specified, and that high quality standards of construction are followed. Firms responding to this announcement on or before the closing date will be evaluated based on the following criteria:
Professional qualifications. The Contractor should be a professional/licensed Architect or otherwise qualified as defined by local laws with five (5) years of experience in work of this type and magnitude, supplemented as needed, during the construction by qualified mechanical, electrical and plumbing (MEP) engineers, structural engineers, and civil engineers.
Specialized experience and technical competence relevant to quality assurance, inspection reports, inspection during construction, electrical, mechanical, and structural (seismic) elements.
Demonstrate success and past performance in preparation of assessment reports, such as but not limited to code compliance, existing project specific documents, fire protection and life safety, structural and seismic risk.
The firm must have the required local licenses to perform the work required, to include but not limited to Mayor’s Permit, Business Permit, DTI/SEC registration and certificate of membership in professional association or accreditation.
The Embassy will select for negotiation the licensed firm that demonstrates the best qualifications. A completed Standard Form 330 (available upon request to ManilaContracting@state.gov) and must be received no later than 4:30 P.M. local time on May 28, 2024.
NOTE: Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.
