Livelihood Officer

Job Description

The Livelihood Officer is the focal point for all livelihood activities carried out through the project, both directly by CFSI and through its partners. S/he will take the lead in developing/rolling out livelihood templates and reporting tools; demonstrate and support social preparation activities at the community level; analyze the strengths and weaknesses of the livelihood component, recommending remedial measures where/when required; ensure the database of livelihood sub-projects is kept up to date; ensure coordinated effort on livelihood assistance that is informed by disaster risk reduction objectives; and submits the necessary reports in a timely manner. Ensures project implementation complies with established livelihood policies, procedures, and standards. Provides significant information to the project team on good practice in livelihood assistance, as when appropriate and necessary. Ensures the participation of the affected population, particularly those who are most vulnerable and/or have special needs, key stakeholders, and partners in meetings and community processes related to livelihood. Reports to the Project Coordinator and regularly participates in the efforts of the pertinent clusters/sub-clusters as well as other relevant coordination bodies.

Qualification:

Master’s degree in Development Studies, Economics, Finance, Business Administration or a related field and minimum of five (5) years of experience in livelihood support with diverse groups of people, ideally including those affected by crisis. Experience in local economic development, SME development, and/or poverty reduction preferred. Strong analytical and relationship building skills. Excellent verbal and written proficiency in English is required, ideally complemented with fluency in Maranao, Maguindanaon, Visayan and/or Cebuano dialects. Knowledgeable about Mindanao, the conflict-affected areas, and the socio/political dynamics. Proactive and rigorous approach to problem solving and professional responsibilities. Demonstrated ability to work independently as well as in a team. Proficient with personal computers and appropriate software.
