Subawards and Audit Officer

Qualification:
The successful recruit will be responsible for assisting the Senior Sub-Awards and Audit officer in Sub-Awards Administration. S/he will perform due diligence of prospective partners including site visits; assessment of organization for its suitability to receive TAF subaward and financial capacity and capability to manage funds. The successful recruit will review letters of consultant contract to include funder compliance review, procurement guidelines and detailed review of budget. S/he will facilitate subawards management training for new subrecipients, design training modules/materials and conduct actual trainings. S/he will conduct sub recipient audits and monitoring visits – review of financial and counterpart reports, evaluation of internal control systems and compliance with TAF, donor policies & procedures and PH government regulations. S/he will assist in managing the Subawards Management System (SMS) and Procurement Management System (PROMS). The successful recruit will draft monitoring reports and assist the internal and external Auditors in the audits of TAF-PH.
 
Qualifications: The successful applicant should have a minimum of five (5) years professional experience of which three (3) years should have been spent in Finance, donor compliance and sub-recipient monitoring in an international development organization. S/he should have a Bachelor’s degree in Accounting, Managerial Accounting, Financial Management, or related field. The successful candidate should have strong analytical skills, problem solving skills and excellent communication skills (verbal and written). S/he should have demonstrated experience in conducting assessments and due diligence to possible partner organizations. Knowledge of USAID, DFAT and other international donor agency requirements and regulations is an advantage. A Certified Public Accountant (CPA) is preferred but not required.
